A multilateral policy organisation wanted to ignite youth entrepreneurship across member states—but governance was fragmented. We brought together a sandbox committee of policy-makers, multilateral experts, and young founders, drafting a living charter with clear escalation lanes and decision rights. The result: a cross-border accelerator framework now piloted in five regions, backed by an guarantee facility. Early wins include investment in start-ups.
