In 2021 the European Commission needed reliable data on Europe’s social-economy organisations. BLYSS designed a multilingual census of 6 000 co-ops, mutuals and social enterprises, then built an interactive dashboard that let policymakers filter results by sector, region and legal form. Five structural gaps emerged—capital access, digital capacity, governance, talent, cross-border trade—and the findings fed directly into the Social Economy Action Plan 2021–27.
